    G'day Currawong, 10-11 L/100km is pretty good for city only driving, ya gotsta be happy with that. Japan 'regular fuel' is probably way better than our fuel here in Australia, I hear Japan has one of the highest qualities fuel out there. Good tyres should make a bit of difference too.
